Full textThis paper presents the strategic planning for the province of Moyobamba, developed for the period up to 2035, based on the Sequential Model of Strategic Process (D'Alessio, 2015). The province of Moyobamba is one of ten provinces that constitute the region of San Martin. Its population is mainly devoted to agricultural activities, with coffee being the most cultivated product. Moyobamba’s high poverty rates and low education levels, in addition to the presence of widespread corruption, have prevented this province from developing properly. In order to generate sustainable economic development, along with equality and access to quality services, this strategic planning sets out the following goals towards 2035: (a) Increase the number of people who will be engaged in industrial activities; (b) increase the domestic and international number of tourists; (c) increase access to basic services; (d) increase the Human Development Index; and (e) improve road infrastructure. The achievement of these goals will allow attaining the vision of becoming a benchmark in tourism, in agro-industrial production and quality of life in the Alto Mayo area. In order to reach the suggested goals, the proposal is to foster the development of the province’s tourism potential, given that its natural attractions in the Tarapoto – Kuelap route, makes it an excellent candidate to integrate an important tourism hub in Peru’s northern jungle region. Moreover, there exists a great potential from coffee, and from sacha inchi, despite the latter not having a strong presence in the province, it represents a great opportunity for agro-industrial development. Based on these two products, the aim is to build an added-value production industry that will allow supplying both the domestic and international markets. The above-mentioned strategies should allow a fourfold growth in the province’s GDP by 2035; and therefore, generating greater well-being for its inhabitants

Resumo: A presente pesquisa analisa a experiência piloto de gestão participativa dos Serviços Ecossistêmicos Hidrológicos (SEH) da cidade de Moyobamba no Peru, faz uma avaliação dos processos da gestão do piloto Moyobamba para identificar e propor diretrizes políticas que favoreçam os processos de gestão que ainda não estão regulamentados no Peru. Utiliza-se conceitos da economia neoclássica e ecológica fazendo uma diferenciação de ambas para ter diretrizes de desenvolvimento para a análise. Também foram utilizados os conceitos da ciência pós-normal e o principio de precaução. Além do mais, a experiência analisa a contextualização histórica da área de influência do piloto Moyobamba abordando os aspectos físicos, sociais, econômicos e culturais da região, que situa o espaço-tempo para a tomada de decisões, incluindo-se o espaço regional e nacional. Para tanto, abraça as etapas do planejamento e suas interações com o gerenciamento ambiental para identificar e explicar os entraves existentes no piloto e aplica a metodologia multicritério de auxilio à tomada de decisão MACBETH para registrar o conhecimento e valores dos pares involucrados na experiência. Reconhece-se como maiores entraves: a inexistência de uma proposta sustentável da manutenção dos SEH, e as falhas institucionais do governo, tanto de índole de intervenção como de formulação de políticas adequadas que facilitem a gestão dos SEH. Ressalta-se também que o fortalecimento do empoderamento social no processo vivido no piloto se constitui no principal pilar da gestão dos SE em Moyobamba. As considerações finais demonstram que a experiência piloto permitiu fazer recomendações de diretrizes para politicas públicas de gestão dos SEH no Peru. Ressalta-se a necessidade de manter um equilíbrio no desenvolvimento dos elementos dos cluster de relações de mercado, empoderamento e governo identificados, sendo necessária uma intervenção centrada em valores, diferenciada do que o Sistema Nacional de Investimento Público (SNIP) estipula, pois o tema da gestão dos SEH é mais que a soma de execução de projetos pontuais e precisa considerar as complexas interações sócias e institucionais
Abstract: This research analyzes the pilot experience on hydrological ecosystem services (HES) participative management in the city of Moyobamba, Peru. It assesses pilot management processes in order to identify and propose policy guidelines which would favor yet to be regulated management processes in Peru. This work makes use of ecological and neoclassical economy concepts, while distinguishing them both, in order to find development guidelines for analysis. It also utilizes concepts such as the post-normal science and the precautionary principle. The experience's analysis also holds a historical contextualization on the Moyobamba pilot's influential area, focusing on physical, social, economic and cultural aspects in the region, it¿s constitutes a space-time situation for decision-making, includes regional and national space. To do so, this research embraces some planning steps and their interactions with environmental management, in order to identify pilot's hot points and barriers, and applies MACBETH decisions making aid multicriterial methodology to register knowledge and values of stakeholders. The greatest barriers recognized: the non-existence of any maintenance economical sustainability proposal in HES and government institutional failures, concerning intervention as well as formulation of appropriate policies that would facilitate the HES management. Social empowerment through the experienced pilot process is valued, that is the basis for the Moyobamba ecosystem service management pilot. It can be concluded from this work that pilot analysis allowed us to make policy guidelines recommendations for being considered in public policies formulation for HES management in Peru. We emphasize the need to maintain a balance in elements development in the cluster market relations, empowerment and government identified; that an intervention focused on the values apart is needed than the National System of Public Investment (SNIP) states, and that the issue of HES management is more than the sum of implementing specific projects: it has to consider the complex interactions and institutional members

Full textIn our Amazon region, the upbringing of the collared peccaries (Tayassu tajacu) in captivity is faced to the securing of meat and leather, the last one with ends of exportation for the manufacture of gloves and furrier's, being supported Peru as exporting world only one of leather of this species. Nevertheless, in the production of this one and other wild species of the Amazon region few ones are the studies destined to determine the infectious and/or parasitic illnesses that they cause low in his production. Such is the case of the Trypanosoma sp. which has been brought in a fortuitous way in collared peccaries, not going so far as to determine the implied species, fact that receives big importance because someone species of this parasite are zoonotics. The objective of the present study was to determine the presence of Trypanosoma sp. in collared peccaries in captivity of Iquitos and Moyobamba, for which they were sampled 38 collared peccaries proceeding from three breeding grounds and whose ages were fluctuating between 3 months and 2 years. The used tests were of the microcapillary or method of Woo and of the blood smear. The realized analyses did not allow us to determine the presence of the Trypanosoma sp. in the analyzed samples, nevertheless these results it does not indicate us that the illness should not exist in the collared peccaries of our Amazon region, but rather he allows us to conclude that they are more exhaustive necessary studies, with the employment of test with major sensibility as that of the PCR, which allow us to determine the real presentation of this illness, as well as to determine if it is that the Trypanosoma sp. in the collared peccaries, he behaves like in pigs in whom his detection is difficult for routine methods, since the period of parasitaemia is short.

Se centrada en identificar la manera en que la educación ambiental no formal influye en las potencialidades ambientales de los habitantes del centro poblado de Marona. Para ello se aplican fichas de observación y prueba de conocimientos que permiten controlar y medir respectivamente las variables estudiadas. La población del estudio está conformada por los habitantes del centro poblado de Marona. Se trabaja con 14 de ellos por ser los más participativos e interesados. Entre las conclusiones podemos mencionar que la educación ambiental no formal produce una mejora de las potencialidades ambientales, tanto en el conocimiento, la percepción y las prácticas antropogénicas.

El problema en el sistema de agua que abastece al centro poblado Sugllaquiro de la provincia Moyobamba del departamento San Martin es la falta de tratamiento de agua, que trae como consecuencia enfermedades gastrointestinales e infectocontagiosas que afecta al poblado, por lo que se recomendó un sistema de agua con tratamiento que incluya una planta de tratamiento de agua potable (PTAP) y la mejora de los diferentes componentes del sistema de agua como la captación tipo barraje. Se observa que la captación tipo barraje de la quebrada “Sugllaquiro” fue construida de manera rudimentaria con falta de criterio técnico limitando el suministro del recurso hídrico por lo que la solución planteada a este tipo de problema es el mejoramiento del diseño hidráulico de la captación tipo barraje o bocatoma al cumplir con las especificaciones técnicas de construcción para captación de aguas superficiales (los cuales son la toma directa del agua, elevar el tirante y operar a bajo costo), obteniéndose la demanda de diseño requerida para el sistema de abastecimiento de agua con tratamiento y en consecuencia la mejora del aprovechamiento del recurso hídrico por parte de la localidad de Sugllaquiro en periodo de avenidas y esencialmente en periodo de estiaje.
